I have found an alternate use of an O.T.C. medication. What steps can I do to market it for this purpose.?

You probably cannot market an OTC med since it will be patented, regardless of how it is used.
However, you might contact the manufacturer and share your secret only after they have signed an agreement to compensate you. Be sure to hire a good lawyer..
Hmmm... I really want to offer insight but I need to know what OTC you are speaking of. In general, no, a citizen cannot market an OTC medicine to be used in a purpose different than that of the FDAs. The FDA is very strict about such rules.
It seems there are some examples of OTC meds having paradoxical effects as opposed to side effects. The whole Bayer/Tylenol Pain Relief/Heart Attack prevention thing is an example of this. Maybe look at what steps the people who began to market Tylenol or Bayer as heart attack medicine will have a more focused idea on what to do, if anything. Good luck!
